Step 1 - Create Your Document and First Layer
Create a new document, mine is 500x500 and I used #000000(black) as my background color because I'll be using light effects and they show up better agasint the darker background but you can use what ever color you are comfortable with. First make a layer and give it any name, then select the "MARQUEE" tool and make sure its the "Circle/Elliptical" one. Now create a small circle on your document and fill it with "#8CD9FA".
