Step 9 - Light Up Your Skyline
Now we are going to give this a glowing effect to make it look like the city is full of lights. To do this we are going to use the outer glow option. To get to this you need right click on the skyline layer, select blending options. This will then open up another box, in the box you will the need to select outer glow and enter these settings. This image contains my glow settings as well as what my image looked like after applying the outer glow.
