Step 3 - Create Your Document and First Layer Now that you have all of the relevant tools installed we can begin to create the skyline. Now you can open photoshop and create a new document by clicking [File - New] and then putting in the following settings. Now that the new document is created we now have the basis to start creating the skyline background. To do this you will need to first of all unlock the first layer. To do this all you need to do is double click on it then press ok on the box that popus up:
